Narita's own fixed fare taxi scheme quotes a flat rate by Tokyo zone, then adds the highway tolls to your bill at the end, applies a surcharge between 22:00 and 05:00, and charges extra again if the route uses the Tokyo Bay Aqua-Line. The published zone rates run from ¥23,500 for Edogawa and Adachi up to ¥38,500 for Setagaya and Musashino, and if you ask the driver to avoid the expressway the meter is used instead. A metered taxi works out worse at ¥20,000 to ¥30,000 depending on the hour, because the meter switches to a time based rate every time traffic slows, which on the Keiyo Road at 18:00 happens often.

Families arriving at Narita with a toddler are routinely expected to hold the child on their lap for a 70 km motorway drive into Tokyo, because there is no legal obligation on the driver to do anything else. There is a second problem nobody mentions until you are standing outside the terminal: three child seats do not physically fit across the back of a standard Japanese sedan taxi, so bringing your own does not solve it either.
